Alphen aan den Rijn - Living
Spatial planning and development in municipalities is increasingly complex. Just designating development locations is no longer sufficient. Among other things, attention must also be paid to liveability, diversity in housing and accessibility. Housing requirements change over time, while homes are built for a longer period of time. Housing requirements are influenced by all kinds of external factors such as aging, but also a more dynamic economy. Municipalities must therefore be constantly aware of these changes.
Since the Municipality of Alphen aan den Rijn wants to be able to respond proactively and flexibly to changing housing needs, for example by adjusting the planning in time, Jester Strategy supported them with a scenario planning process.
The strategic question: How do people in Alphen want to live on the Rhine in 2025? guided the process. To arrive at four powerful scenarios, a group of internal experts from the Municipality of Alphen aan den Rijn was used. The scenarios were developed in a compact process of four workshops. First, the external developments were mapped out and reduced to a number of clusters, after which the two core uncertainties were chosen: steering / withdrawing government and strong / weak economic development. Jester has handled the development of the scenarios and the project group members have taken on various other development tasks.
Four inspiring and imaginary scenarios with visualisations were the end result. These scenarios have been translated into opportunity maps by the internal project group. On the basis of the scenario analysis and the accompanying map of opportunities, the Municipality of Alphen aan den Rijn will be investigating for each location which investments in accessibility, public space and greenery are related to this and whether these investments are in balance with the expected benefits.
